I'm not sure what it is. But I agree with several posts above, in that I believe that the handle goes through the larger solid part. If so that weld is fine. (Though I wouldn't trust the welder who welded it to work on any other projects!)
That’s a weld? its Looks like some sort of putty in one pic, separation top and bottom
 
Not really a fail in terms of weld quality, but rather build. This is twice in the last few weeks I've spent extra to get OEM parts over jobber supplies and have been disappointed. This is a sieve for a John Deere combine direct from John Deere.

When I'm setting clearances to get a clean sample, all I can see is the first couple fins at the top of the picture in the back of the combine. This sieve was welded together crooked. If you look at the teeth in the fins from the outside to the middle, the outside fins are away from the frame, whereas the center fins are overlapping. This is where I have to look when we want to clearance between 1/4" and 3/8" for most seeds. How am I supposed to do that when there's a 1/2" gap at the ends?? It won't go back because I want it in the machine and ready to go, and 98% of the sieve will work just fine... but the shoddy work I'm seeing out of a top brand name manufacturer is disappointing to say the least.....

And yes, I did have to grind that center weld down to make the handle fit properly. The $300 handle upgrade that is going back is another story altogether...
 
i hate posting these because its a freind but damn this is not acceptable. getting paid alot of money and it looks like a first time high school kid did it. conflict of interest (company truck) likely prevents me from touching it if money were involved and doing it free is out of the question
