I was wondering that if you welded in short sleeves all day and wore good sunscreen would it keep your arms from getting burned from the uv radiation/light?

I wouldn't recommend it. You need protection from sparks and slag too.

Plus, wet cotton is an excellent way to keep cool - transfers heat better than bare skin.

In our region - that means it's dangerous to sweat in the winter wearing cotton while out in the woods.
But it helps us out in the summer.

Even when wearing long sleeves, I put hair ties around my cuffs so I don't get a triangle of arc burn on my wrists. Then I wear safety glasses under the hood to mitigate reflected flash from the back wall into the helmet. If you're not comfortable, you won't weld as well. I live in the desert and still wear long sleeves in the summer when welding. The ones who advocate sunscreen are likely not doing very much welding, if any at all.
