I lease my oxy / acet. cylinders yearly.
I just paid my yearly lease - $72 for a 145 cu./ft. acet. and 242 cu. ft. oxygen bottle.
3 weeks ago I exchanged an empty acetylene bottle and it cost $43.85. I don't know what an exchange on the oxygen tank would cost - it's been quite a while since I emptied one out but it seems like it was only around $25 - and that's been almost 4 years ago.
Kinda tells how much I use my own torch - I use the one at work as much as possible and another guy's stuff as well. Most of the work I do for him anyhow so he can foot the bill for consumables.
Around here, if you own a set of bottles, it's quite a trip to get them refilled if anyone will even do it for you.
Most places here now require a yearly lease on tanks, and no longer honor the "lifetime lease" many guys paid for years ago.
